Because the active scanner. The active scanner is OP and has close to no drawback. What's the point of getting passive boost when the team would rather send in a logi with a proto active scanner instead? Have you done the math on how much 16m translates into compared to 10m? It's significant to me. A Gallente Scout GK.0 with 3x Profile Damps and 1x Range Amp will do a great job in seeing others while still evading most scanners. As I said to someone else earlier, the active scanner may have the range advantage, but it gives your target an alert that you are nearby. A good scout wouldn't alert his target. Why would a proto scout ever use more than just 1 std dampener? Skill up to lvl damps and 1 mod will hide you from all scanners bar the meta 9.
I've already recently run rampant in a PC game where the enemy couldn't find me despite constant scanning and with this extra passive scan range I'll be able to go with a range amp for 54m passive scan, whilst running around unscannable with a complex hack mod and complex repper to keep me healthy.
The range buff may be small but it's a very decent start. If we get left at that, then that'll be bad but I get the impression this isn't the end of CCP's scout hugs. We could definitely still do with a wee speed buff and more CPU, especially at ADV.

You say that but we destroyed the Generals at the weekend and I played a large part in the success by running around and hacking/continually hassling the enemy objectives undetected. Especially in the built up areas they really struggled to follow/track me and I'd hack fast enough to get in and out before they could catch me.

In more high level play you're fit would be useless. Because no one would go out of the way to try and find you. And there will always be at least 1 person looking at the panel at all times. Fair nuff but we've got more games lined up soon against some other tough opponents, so I'll report my success/failures in the scout thread and who the opponents were.
If there is anyone watching the objectives, my passive will pick them up and I'll sneak kill them before heading in for a quick few second hack and then out again. Should be solid tactics in built up areas where I can break line of sight quick enough to escape but we'll see in future if this works...
